The Sultanate of Oman is undergoing an important period of economic and urban transformation. At the heart of this transformation is Oman Vision 2040, a national plan that defines the country’s economic and social development path through 2040, with a focus on economic diversification, a greater role for the private sector, investment attraction and improved quality of life.
One of the clearest signs of this change is the simultaneous development of infrastructure, urban areas and investment projects. The Oman National Spatial Strategy coordinates urban, infrastructure and economic development across all 11 governorates and seeks to align public and private investment within a coherent, long-term framework.
Muscat remains Oman’s main economic and urban centre. According to official information from Oman’s Ministry of Housing and Urban Planning, the Greater Muscat area accounts for a significant share of the country’s GDP, population and workforce, making it one of the main hubs for long-term growth and investment.
For foreign investors, one of the key features of Oman’s property market is the possibility of ownership in approved projects. Omani regulations allow non-Omani individuals to own land or completed units for residential or investment purposes within licensed Integrated Tourism Complexes. However, the precise conditions of ownership depend on the regulations and requirements of each project, as well as the applicable laws.
At the same time, the Omani government is strengthening the investment environment in sectors such as tourism, logistics, technology, manufacturing, renewable energy and other industries. Official reports related to Oman Vision 2040 and Invest Oman indicate that increasing private-sector participation and attracting domestic and foreign investment are among the country’s key economic objectives.
Tourism is also an important driver of this development. According to Oman’s official news agency, the number of visitors to Oman reached approximately 3.96 million by the end of 2025, while tourist spending also increased compared with previous periods. This could support growing demand for hotels, resorts, residential properties and mixed-use developments.
Alongside these trends, new urban projects are adding greater depth to the market. Sultan Haitham City, for example, is being developed with a combination of residential, commercial, educational and service uses. It forms part of Oman’s broader plan to build modern and sustainable cities.
For investors, Oman’s appeal extends beyond property prices. Relative stability, long-term urban planning, infrastructure development, tourism growth, new projects and the possibility of foreign ownership in approved developments are among the factors that have placed Oman more prominently on the radar of regional and international investors.
Nevertheless, selecting the right project should be based on budget, investment objective, time horizon, liquidity, project location, payment plan and ownership conditions. No project is suitable for every investor, and making the right decision requires a careful comparison of available options.
At R2LUX, our aim is to assess available projects according to each client’s actual needs and introduce options that align with their budget, investment objectives and lifestyle plans.
