Investing in Oman: property, business and the numbers that matter in 2026
Why investors are looking at Oman, what returns property realistically offers, how taxes work before and after 2028, and how to set up a company with 100% foreign ownership.

Oman has quietly become one of the more interesting places in the Gulf to put money: a stable currency pegged to the dollar, low taxes, a government reform plan (Oman Vision 2040) and a property market that is still far cheaper than Dubai's. This guide looks at the two main ways foreigners invest, property and business, and at the rules that shape the returns.
Why Oman now
- Currency stability. The Omani rial has been pegged to the US dollar since 1986 at about 0.3845 rial per dollar.
- Light taxes. No tax on salaries until 2028, no annual tax on homes you live in, 5% VAT and 15% corporate tax (3% for qualifying small companies).
- Policy momentum. 2026 brought a new Real Estate Registry Law with digital deeds and off-plan registration, and sponsor-free residency for property owners.
- Entry price. Waterfront and golf-community homes in Muscat still cost a fraction of comparable product in Dubai or Doha.

Investing in property
Foreigners can buy in Integrated Tourism Complexes, the new planned cities and approved neighbourhoods. There are three common strategies:
- Off-plan for capital growth. You buy early in a project on an instalment plan and benefit from price increases as phases sell out and the community matures. Payment plans spread over construction reduce the capital you tie up.
- Completed homes for rental income. Long-term rentals in Muscat's established communities typically yield in the mid single digits gross. Holiday-home rental in tourism complexes can yield more, but needs licensing and management.
- Residence-led purchases. Many buyers want a home they use part of the year that also gives the family residency, with rental income in between.
Remember the full cost of buying (about 5% to 8% on top of the price including the roughly 3% registration fee) and the running costs (service charges, maintenance, management) when you calculate yield.
Investing in a business
Since the Foreign Capital Investment Law of 2019, foreigners can own 100% of a company in most activities with no minimum capital, and over 1,500 activities can be licensed instantly through the Invest Easy portal. A short list of activities is reserved for Omanis (Ministerial Decision 209/2020), and companies must meet Omanisation targets as they grow, including hiring at least one Omani within a year of starting operations. Free zones such as Duqm, Sohar and Salalah add customs and tax incentives for industrial and logistics businesses.

Taxes, now and after 2028
- Personal income tax from 1 January 2028: 5% on income above OMR 42,000 a year (Royal Decree 56/2025). Only people with high incomes pay. Tax residents (more than 183 days a year in Oman) are taxed on worldwide income, non-residents only on Omani income.
- Property: selling your primary or secondary residence is exempt; rental income is taxable within that 5% system, with expenses deductible.
- VAT: 5%. Residential sales and leases are generally exempt or zero-rated, commercial property is not.
- Corporate tax: 15%, or 3% for qualifying small businesses.
For most property investors the 2028 tax changes little, because the threshold is high and home sales are exempt. It is still worth structuring larger portfolios with advice.
Residency for investors
Owning a home gives you the sponsor-free owner residence permit. Investing at least OMR 250,000 gives access to the 5-year investor residency, and OMR 500,000 to the 10-year card. Our residency guide explains the differences.

Risks to weigh
- Liquidity. Resale markets in some communities are thin; buy where there is real end-user demand.
- Developer delivery. Check the developer's record and the escrow arrangements on off-plan projects.
- Rental management. Holiday lets need licences and active management to reach headline yields.
- Regulation. Rules have been liberalising, but executive regulations for the 2026 law are still being written.
How R2LUX helps
We compare projects on the numbers that drive returns: entry price, payment plan, service charges, rental demand and resale history. The three listings below are current opportunities you can open for full details.
