Al Khuwair: ministries, offices and central apartments
The administrative heart of Muscat, with ministries, embassies, offices, hotels and apartments: who Al Khuwair suits and what it is like to live there.
2026-10-19
Al Khuwair is the administrative centre of modern Muscat. The ministries district, many embassies, corporate offices and hotels are concentrated here, along with dense blocks of apartments and a busy restaurant scene.
Character
Al Khuwair is practical and central rather than scenic. During the day it is full of office workers; in the evening its restaurants, cafés and shawarma stands fill up. The area includes the ministries complex, the Zawawi Mosque and quick access to Sultan Qaboos Street.
Living there
- Walk or drive a few minutes to work if your office is in the ministries or business areas.
- Apartments of every size and budget.
- Good choice of restaurants from all over the world.
- Shatti Al Qurum beach and MQ just next door.

New developments
Al Khuwair is also where some of Muscat's new mixed-use downtown projects are taking shape, combining offices, hotels, retail and apartments in a more urban format than the rest of the city.
Can foreigners buy?
Al Khuwair is generally not open to foreign freehold ownership, although foreigners can buy usufruct apartments in qualifying multi-storey buildings outside tourism complexes, subject to the rules for such units.
