Sultan Haitham City: Muscat's new planned city
A new sustainable city in Seeb designed for around 100,000 residents: what is planned, who can buy and what living there will be like.
2026-10-19
Sultan Haitham City is the largest new urban project in Muscat: a planned city in the wilayat of Seeb, launched in 2023 and designed to house around 100,000 people on about 15 square kilometres. It is one of the locations where foreigners are allowed to own property.
The plan
The city is planned around neighbourhoods built for walking, with a central green spine, parks and wadis, schools, health centres, mosques and a commercial centre within easy reach of every home. It aims to set a new standard for sustainable urban living in Oman, with energy-efficient buildings, shaded streets and public transport links.

Districts and projects
Housing is delivered by phases and by developers working in different districts, offering apartments, townhouses and villas. Projects include residences such as Yenaier, Wadi Zaha, Sarooj Oasis and the Al Ahlam and Hay Al Wafa districts.

Location
Sultan Haitham City sits inland of Al Mabela, close to the Muscat Expressway, about 15 to 20 minutes from the airport and within reach of Al Mouj and the coast.

Can foreigners buy?
Yes. The Ministry of Housing has confirmed Sultan Haitham City among the locations where non-Omanis can own property, and owners can apply for the owner residence permit.
